Ebuild needed an upgraded dependency for taglib-1.3.1. Otherwise, Amarok binary
won't get built.

sound herd: I have an ebuild for beta3 here that does the following things:

- rearrange dependencies as noted in bug 74544
- raise dependency on taglib to 1.3.1
- raise dependency on gst-plugins to a version that should avoid
  all recent gstreamer problems, and reintroduce support for gstreamer
- (very important for us kde folks) follow the policy and install in
  /usr instead of /usr/kde/3.x

can I commit (still hardmasked)?
