A version bump. 

I am not sure that I converted the package version correctly: it's 4.03 in CPAN. I remember I saw somewhere the information about the conversion of perl module versions but can't find it now. Will you suggest?

Changes:
- EAPI bumped to 7;
- quoted the values of DIST_AUTHOR and DIST_VERSION
- testing for all arches;
- removed dep to virtual/perl-Test-Simple because it is not needed anymore
- RDEPEND included in DEPEND (right? :) )
