Seems that version 2 is a major rewrite an new features depend on it. (i.e. MFA for s3 operations using https://github.com/99designs/aws-vault)

This will never get packaged into Gentoo, upstream cannot figure out how to make a release or even version the new botocore. See https://github.com/aws/aws-cli/issues/4947
