After trying to localize my system, I saw xmms didn't work any more. Both the stable as then ~x86 version of xmms in portage show this. 
roel@Medusa$ xmms                                                         (~)

** WARNING **: Bad translation for menupath: /Peaks Falloff

When xmms is started, and I right-click for a menu, the labels are blank. The shortcuts are still displayed, but there's no text in front of them.

Workaround:

roel@Medusa$ LC_ALL="n/a" xmms                                            (~)

Gdk-WARNING **: locale not supported by C library

This will make xmms fall back to it's default: english.

LC_ALL is set to nl_NL@euro

Reproducible: Always
Steps to Reproduce:
1. set LC_ALL to nl_NL@euro
2. start xmms
3. right-click in xmms

Actual Results:  
Blank labels, with the shortcut displayed

Expected Results:  
Display the full label

I kinda already moved this upstream: http://bugs.xmms.org/show_bug.cgi?id=2087

Sorry, but this bug had been active for so long... The xmms dev's told me I was using an invalid locale, but:

Medusa% locale -a
C
en_US
en_US.utf8
nl_NL@euro
POSIX

The locale seems to be valid ??

I don't know why but it's bugs of glibc , i think so.
I am always unset LC_ALL variable.
Try unset please and read http://saber.gentoo.org.ua/~devil/unicode-guide.html

Well, not really. I've recompiled all packages with the unicode USE flag, unset LC_ALL, recompiled glibc several times, revdep-rebuilded, re-emerged xine / gmplayer, but still the menus are unreadable. 

Do you see any similairity between these apps?

I found a few other apps which suffer from this problem, I see to remember dvd:rip, or some kind of transcode front-end.

When I encounter them again, I'll add them to this bug.

Hmmm, maybe a bit of news: xine is experiencing the exact opposite. When starting xine with LC_ALL set to "" (but the rest of the LC_ vars set to nl_NL@euro), the menus are unreadable. With LC_ALL="nl_NL@euro" xine, the menus contain text again.

I tried setting LC_ALL at compile time, but it still seems to need LC_ALL to be set at runtime for the menus to be readable.

Small detail: I looked at your guide again, but after executing
localedef --no-archive -c -i nl-NL -f UTF-8 nl_NL

locale -a still only showed:
C
en_US
en_US.utf8
nl_NL
nl_NL@euro
POSIX

try "localedef --no-archive -c -i nl-NL -f UTF-8 nl_NL.UTF-8"
and how i know "nl_NL@euro" - it's not unicode locale
