During the 1.170-r1 install, I receive this error message:

sed: can't read //etc/webmin/miniserv.conf: No such file or directory

The installation, however, continues. When I try to start the service, I get this error:

* Error starting webmin.  /etc/webmin/config is not present.
* Please report this on http://bugs.gentoo.org. 

Reproducible: Always
Steps to Reproduce:
1. emerge webmin - first error
2. /etc/init.d/webmin start - second error
Actual Results:  
Errors were reported and service fails to start.

Expected Results:  
Worked.

Exact same error occurs on Sparc.
