net-proxy/piper seems to have dead upstream. I haven't found any working homepage of that project.
net-proxy/piper looks abandoned to me as well, the code hasn't seen an update since 2001. Looks like the homepage went down around March 2018 and both email address (gcc@i.am, web@qwirx.com) are undeliverable.
