I suspect not much desktop use on alpha/ia64.

Probably not, but this will (hopefully) end up being a dep of media-video/ffmpeg so I wanted to match it as much as possible.

I appreciate that, but I don't think there are any Alphas powerful enough to decode AV1 in realtime. Feel free to add a use.mask/package.use.mask if something begins depending on this.
