portadgedb doesn't show any package versions available in PORTDIR_OVERLAY and doesn't show a package as being installed if it was installed from PORTDIR_OVERLAY.

I don't think this package is quite ready for portage if it can't work with overlays since it gives incorrect results.

it's out of portage. the rewritten code is know in app-portage/eix, which also supports PORTAGE_OVERLAY
