No,  it's not.  The same link goes to the ultimate IDEA/Professional version of it.

The "trial" one is the one I'm talking about, and yes, it does require a licence after the trial period.

Other option would be to just include the toolbox aka bug 764542 which has the ability to install Community and licensed versions.
