if i have FEATURES=noinfo, there's no point in regenerating the info index and/or anything else info related

perhaps in the post_emerge() function where there's a check to see if '/usr/bin/install-info' exists, there should also be a check like 'not "noinfo" in $RESTRICT'

Looking through the batch of bugs, I'm not sure that some of these are 
actually fixed in stable. Others, the requirements have possibly changed after 
the initial fix was committed.
