I think it'd be a good idea to make the policies be DEPEND'ed on by their various applications,  by means of 
DEPEND="selinux? ( sec-policy/selinux-postfix )"

Otherwise you get problems with ordering (policy installed after posfix, you need to relabel and then things break if you have manually tweaked any labels )
