things like dot-forward and qmail-fix...

I didn't know this, no one mentioned it, and when trying to get a fresh build of qmail things went badly because I deleted /var/qmail

The qmail setup/install step that tries to run queue-fix just gave an error message and the emerge just kept going...

Reproducible: Always
Steps to Reproduce:
1.install qmail
2.uninstall qmail
3.rm -rf /var/qmail
4 install qmail


Expected Results:  
I'd like the emerge of qmail to to crash if it detects that
/var/qmail/bin/queue-fix or /var/qmail/bin/dot-forward are missing telling the
user to re-emerge them...

Fixed in -r15 and -r16 some weeks ago.
