Looks like the ebuild was changed to specify a tar.xz but the only download available is a tar.gz. Source is gone due to jer's retirement but ebuild was still able to fetch the tarballs from distfiles mirrors on my end. e.g. http://distfiles.gentoo.org/distfiles/64/net-snmp-5.7.3-patches-3.tar.xz http://distfiles.gentoo.org/distfiles/40/net-snmp-5.9.tar.xz The mirror you are using appears broken.
