Please include emerge --info and the full build.log?
Looks like the blocker isn't good enough. Update sysprof-capture to workaround this.
Seems like sysprof-capture no longer installs this, and it should instead be installed by sysprof-common https://gitweb.gentoo.org/repo/gentoo.git/commit/dev-util/sysprof-capture?id=7c1c769f789d5afe44d2f07c954c3e72681eefc5
I had to --unmerge sysprof-capture and sysprof-common and re merge them as a workaround, seems to be installed now.
