Just installed an amd64 box from http://tux.rainside.sk/gentoo/releases/amd64/autobuilds/current-install-amd64-minimal/stage3-amd64-20201206T214503Z.tar.xz

There are 2 dead symlinks there:
ls -la /etc/runlevels/boot/stmpfiles-setup 
lrwxrwxrwx 1 root root 42 Dec  6 22:11 /etc/runlevels/boot/stmpfiles-setup -> /tmp/stage1root/etc/init.d/stmpfiles-setup

ls -la /etc/runlevels/sysinit/stmpfiles-dev 
lrwxrwxrwx 1 root root 40 Dec  6 22:11 /etc/runlevels/sysinit/stmpfiles-dev -> /tmp/stage1root/etc/init.d/stmpfiles-dev

Seems like the systemd-tmpfiles is mishandling the creation of the link on ROOT=/tmp/stage1root emerge, i think..

This is fixed a while ago, thanks for the report
