freeswan1.98b-x509patch-0.9.13 is compiled expecting the host cert files at  
/etc/ipsec.d when they're actually in /etc/ipsec/ipsec.d

I've commited and masked freeswan 1.98b-r1, this version should change
/etc/ipsec.d to /etc/ipsec/ipsec.d. Please test and report.

Before I can unmask 1.98b-r1 I'm going to try to resolve #7584.
