media-libs/libvpx already builds the tools/tiny_ssim binary but does not install it. Consider adding a "dobin tools/tiny_ssim" to add it to the installed targets.

Steps to Reproduce:
1. emerge media-libs/libvpx 
2. find tools/tiny_ssim being built
3. tools/tiny_ssim is not installed
