arts in that version couses high cpu load (takes about 50% of cpu on my athlon-xp 1700+). additionally sometimes sound isn't fluently (it sounds like it comes from under water;>). it's not from begging - when i start it it works ok - i'm getting these problems after few hours of using it.
i hadn't got such problems with 1.3.1 version.

i've also tried to compile arts with CFLAGS="" CXXFLAGS="" but that doesn't help.

Arts was affected by similar problems for long time, see for instance

(but there are more if you search bugs.kde.org).

Unfortunately, we cannot do much about it. If you cannot find help from
posted bugs at bugs.kde.org, a solution is unlikely, since arts is currently 
unmaintained:

that doesn't help me a lot, since i've got ALSA disbaled in kernel. in fact i have also OSS compiled as modules, which aren't loaded at this momment (i use drivers from http://opensound.com/).
well - the problem could be in previous arts version but i might not notice it, since i've change my sound card recently (more or less in the same time, when arts-1.3.2 was released;>) and i used standard oss drivers ealier.

anyway - thanks for link. i see that i can't fix it as far as alsa won't support my card (it's already partially supported in latest alsa-drivers;>) or i'll get rid of arts...
