monit-5.27.0 (being stabilized in https://bugs.gentoo.org/751229 ) is basically unusable in restricted environments.

When ran as non-root, or within containers without CAP_SYS_RESOURCE capability, it fails to read monitored process stats and refuses to monitor that process.

The fix is included in 5.27.1. ( https://bitbucket.org/tildeslash/monit/commits/9ea75073d6fa532656ccca17d2672afa68466d89 )
