I cannot reproduce problem (in either dev-libs/libksba-1.4.0 or dev-libs/libksba-1.5.0).
Interestingly, output of `gpg-error-config --version` contains "-unknown" suffix, so maybe it was misparsed:

$ x86_64-pc-linux-gnu-gpg-error-config --version
1.39-unknown

Anyway this package does not use eautoreconf() or eautoconf(), so problem was probably unrelated to Autoconf 2.70.

Let's mark it as invalid unless someone can explain to me how I can reproduce the issue.
