At least kde-plasma/plasma-meta and sys-auth/polkit seem to work fine without any logind. Other packages with this common REQUIRED_USE should probably also be checked whether they actually require it or not.
Don't use plasma-meta if you don't want logind.

We don't support it, plain simple, and I consider your system broken if you run it like that. All the way back to 2015 your only option besides logind was consolekit, the latter is gone now. That's how old that discussion would be, and I'm not having it now.
I think we can close this ticket in that case. Is this documented anywhere already?
Nothing has been resolved. Even if the KDE team doesn't wish to support it, it is supported upstream and there is no reason to make it entirely impossible for users. Until now, we could set USE=consolekit and use package.provided to not have that either - but with consolekit removed, there is no way to get the same logind-less KDE system. Additionally, this bug affects more than just plasma-meta anyway.
I think the best is to document the reasons for and against this enhancement somewhere and discuss it outside the bug tracker. You can also provide patches, or interested users test the enhancement in an overlay. A discussion in this ticket will not lead to anything useful. Please do not reopen again, if KDE closes this ticket.
