because of changes in filesystem structure of ftp.postgres.org and mirrors

changing 
 SRC_URI="mirror://postgresql/pgadmin3/release/src/${P}.tar.gz"

to
 SRC_URI="mirror://postgresql/pgadmin3/release/v${PV}/src/${P}.tar.gz"

in dev-db/pgadmin3-1.0.2/pgadmin3-1.0.2.ebuild helped me, but a workaroud is to download manualy pgadmin3.tar.gz and copy it to /usr/portage/distfiles.
