ebuild file for the new package

OpenXR is an API by Khronos Group for VR development. This package would provide headers and a loader, similar to the Vulkan counterparts.

This is my first ebuild, I just modified the Vulkan loader's ebuild until it worked. I tested this ebuild only on amd64. SteamVR beta implements OpenXR and it seems to work with my Valve Index.

I propose that the ebuild be put in media-libs/openxr-sdk.

It already exists within GURU as media-libs/openxr-loader.
