If I build www-client/firefox-81.0.1 with these USE in package.use: wifi lto dbus clang, there will be no media.ffmpeg.vaapi.enabled not in about:config of firefox.

And if I add wayland to firefox's USE, media.ffmpeg.vaapi.enabled appears.

Yeah, VA-API decoding is only implemented for wayland at the moment, see https://bugzilla.mozilla.org/show_bug.cgi?id=1619523.

No, VA-API decoding is available on X11 after Firefox 80. I can confirm this because I have another computer running Arch Linux with VA-API decoding enabled on X11 on Firefox 81.

It's apparently behind USE=wayland due to upstream structure of the code, as per the linked upstream bugzilla comments.
