I guess it was a mistake that `arm` (non-64) was left `~arm`?

It had never been stabled before, so not a mistake, but you could argue it should be done in ALLARCHES situations where the depgraph allows.

Ah, I didn't spot that originally arm wasn't CCd.
Sorry. Fair enough, I also don't always call for stabilization on all defined arches, only on those I'm interested in.
