Is it possible to add the High-Performance BLAS by Kazushige Goto to the portage tree?

I would also appreciate to have it because:
"As of April 2006, GotoBLAS is being distributed to the academic community as source code."

I've got a preliminary ebuild for this. Just fixing up eselect a bit.

Took a bit longer than expected, but it's now in the tree as sci-libs/blas-goto.
