If wine's fake windows directory or any executable it tries to access resides on a Reiser4 partition it wine-preloader will consume 100% cpu and the application will hang as well. If I delete .wine and run wine (recreating a base config directory) wine will function normally once, but anytime after that it will fail. Gentoo doesnt support reiser4 you want to use reiser4, you're gonna have to take problems with it to the maintainers of either reiser or the app you're having trouble with (in this case wine)
