Issue: sci-geosciences/gpsbabel-1.5.4-r1 fails to compile.
Discovered on: amd64 (internal ref: tinderbox)

NOTE:
This machine uses a clang/LLVM toolchain.
If you think that this issue is strictly related to clang/LLVM please block bug 408963. If you think that this issue is strictly related to the LLD linker, please block bug 731004.
This machine uses also GLIBC-2.32. If you think that this issue is strictly related to GLIBC please block bug 736174.

I get the same error, but had a successful emerge on Mar 12.  I've had glibc-2.32-r7 installed since February.  llvm upgraded from 11.0.1 to 11.1.0 on Mar 20.  The biggest recent change is from gcc10 to gcc11, but it doesn't look like that should matter.  I'll be glad to post any other info that would be helpful.

Has this become moot now that 1.7.0 has been to the tree?
