Example 1: firefox-bin ignores the mousewheel while dragging text.
Example 2: XMMS stops dragging a file in the playlist when the mousewheel is used.

Is this an XFree86 error, or a design error on the part of the Moz and XMMS people?

Expected Results:  
It should have continued dragging, while scrolling simultaneously.

The latter, you'll have to get in contact with the developers of the respective applications. There's no common standard in this regard, beside the X protocol (x.org), so if you're more interested in the design aspect, you may want to take part in the efforts of freedesktop.org.
