from a quick 'qpkg -l cdrtools':

/usr
/usr/bin
/usr/bin/cdrecord
/usr/bin/mkisofs
/usr/bin/readcd
/usr/bin/devdump
/usr/bin/isodump
/usr/bin/isoinfo
/usr/bin/isovfy
/usr/include
....

This is strange.  Seems to work for me...

I have just committed version 1.11.33 (it's masked out for now in
portage/profile/package.mask).  Could you try it and see whether it will fix
your problem?

Actually it must have been a portage bug, since I re-installed my system with
1.4rc1 and everything works fine now. Sorry for not posting an answer...
