support a use flag to always allow depending on system libraries where supported.

Please apology. 

The idea makes technically sense. But this (using the system wide libs) is what we try to do as default. Unfortunately it is a lot of work and some packages are behind.

Hi, do you mean that net-misc/rsync[system-zlib] should be enabled by default, for example?

Yes, all system-* flags should be default enabled anyway unless there is a very good reason to do otherwise.
