I have run  into the issue described here when syncing on low-memory systems (RPi):

https://github.com/WayneD/rsync/issues/81

As the bug alludes to, this is fixed in master (which is now released as 3.2.3).  In particular the following commit:

https://github.com/WayneD/rsync/commit/9375a8c4c2b79a9d44ceae00de7284b77d79033c


I have tested 3.2.3 from portage here and it resolves the memory ballooning for me.
