bc-gh builds and works properly on ~arm64, but needs manual keywording.

Reproducible: Always

Steps to Reproduce:
emerge bc-gh
Actual Results:  
Fails to start building due to no ~arm64 keyword.

Expected Results:  
Should install out of the box.

I know it builds and works on arm64, but the Gentoo maintainers wanted me to only put the ~amd64 and ~x86 keywords in. I am currently trying to bump it to 3.1.5, so I will add it, and we'll see if it gets in.

The problem is that maintainers are only allowed to self-keyword/test on amd64 and x86, unless they are a part of - or have an understanding with - the other arch teams.

So this bug is how you do it. I'm running it now :)
