While using the brightness multimedia keys the brightness bar will move left and right correctly, but the actual brightness won't change. Using xbrightness works fine, and other DE work as intended too. There is no change on the results using X11 or Wayland. Using Intel integrated graphics. Likely a elogind issue
I have the same exact issue w/ my Dell XPS 9700. I initially reported the issue to Gnome but their response pointed back to systemd, or in this case elogind. https://gitlab.gnome.org/GNOME/gnome-settings-daemon/-/issues/552
Today, while doing some more research into this issue, I found this elogind issue: https://github.com/elogind/elogind/issues/158 It looks like the issue is caused by gnome-settings-daemon and systemd changes, and elogind lagging behind. There is a patch to gnome-settings-daemon, which addresses the issue, though.
