emerge system does not install dhcpd by default.

Reproducible: Always
Steps to Reproduce:
1.emerge system
2.
3.

Actual Results:  
built stage 2 without dhcpd

Expected Results:  
built stage 2 with dhcpd

There is an easy workaround:
emerge dhcpd

However this was previous fuctionality that has been removed.
All users are impacted and unless they pay atention to the symptoms they are stumped.
