sys-apps/s390-oco-2.4.21: tape3590-2.4.21-s390x-01-june2003.tar.gz in SRC_URI but not in digest
sys-apps/s390-oco-2.6.5: tape_3590-2.6.5-s390x-april2004.tar.gz in SRC_URI but not in digest

The ebuilds named above are missing digest entries for the named files.
Also the ebuild are using deprecated "use? () : ()" syntax.

Fixed. Also did a version bump to s390-oco-2.4.21-r1, as IBM only publishes
version "02" of the particular module "tape3590-2.4.21-s390x-02-june2003.tar.gz".
