update-systemd-resolved-1.3.0.ebuild

This script updates the DNS settings of an OpenVPN link using the DBus interface of systemd-resolved.

Ebuild and README.gentoo files are attached.

Only ~amd64 and ~x86 for the moment, I will ask for keywording on other arches as soon as this is in.

Github PR ASAP.
