Hi,
Please bump sci-libs/gdal to version 3.1.0, released 2020-05-03, with lots of features and bugfixes (https://github.com/OSGeo/gdal/blob/v3.1.0/gdal/NEWS ), while keeping source (but not binary) compatibility with the current 3.0.4 that is in the Gentoo repo.

On my local overlay, I had to drop the patches gdal-3.0.2-complete.patch and gdal-3.0.2-datadir.patch in order for the new version to build; I'm not sure of the consequences, but I didn't see any drawbacks on my side (YMMV, as always).

Maybe you will need this patch too: https://github.com/OSGeo/gdal/commit/2b863dbabdc2a7d724f9fdf3e6ff20a142b619f6

because the new version naming of app-text/poppler-20.08.0 breaks the compilation when the [pdf] flag is used.
The patch itself can be found in bug #735828

And btw there is already a newer sci-libs/gdal version upstream - 3.1.2 (https://github.com/OSGeo/gdal/blob/v3.1.2/gdal/NEWS)
