Bug 72388 – new patches for /doc/ro romanian translations

changes:
- added lang="ro" parameter in the documents that didn't have one
- replaced lang="ro" with lang="en" in inserts-ro.xml as specified by neysx in the previous bug as a note
- replaced link="doc.xml" with link="/doc/ro/doc.xml" in the documents that didn't have one
- replaced date with the new format YYYY-MM-DD

will add the patches one by one. please specify if, for the future added
attachments to bugs, it's better a collection of .patch files contained in a
.tar.gz archive, or each file as a separate attachment.
