Could not update;
emerge: there are no ebuilds to satisfy "virtual/ruby-ssl[ruby_targets_ruby27(-)]".

Removed the mask
echo "virtual/ruby-ssl -ruby_targets_ruby27" >> /etc/portage/profile/package.use.mask

It's not clear to me what you are trying to do or what you believe the bug is. Could you explain that?

virtual/ruby-ssl is masked for ruby27
I could not update my system until I manually unmasked it
I run a stable system mostly
Can it be un masked for ruby27 so that anyone else that tries to update can do it without manually unmasking it themselves

If you want to use a testing version on a stable system you will need to unmask the flag yourself: https://wiki.gentoo.org/wiki/Ruby#Installing_a_test_implementation
