Just updated my installation of redmine to version 4.0.5, and noticed
that depclean removed passenger, that used to serve http for redmine.

Even if package www-apps/redmine declares passenger use flag, that
flag is actually illusive, and do not pull www-apache/passenger package as dependency.

Please fix it. If you want, i can send my local fixed ebuild.

Steps to Reproduce:
1. set "passenger" useflag
1. emerge redmine on clean system
Actual Results:  
www-apache/passenger package was not pulled and redmine can not be used with passenger.

Expected Results:  
www-apache/passenger package was pulled as dependency
