Bug 71816 – arson fails to emerge dependency

When doing 'emerge arson' it doesn't emerge the dependency 'kde-base/arts' at all and therefor the following build-error occurs:

Please check whether you installed KDE correctly.

After doing an 'emerge kde-base/arts' everything works fine.

OH well, another kde related ebuild w/o maintainer, but with arts issues...

You triggered the bug because you were using the 'arts' use flag disabled.

The attached ebuild and patch should work also with that flag disabled please test them and let us know if they works.
