The following text is in the current make.conf:

# The USE variable is used to enable optional build-time functionality. For
# example, quite a few packages have optional X, gtk or GNOME functionality
# that can only be enabled or disabled at compile-time. Gentoo Linux has a
# very extensive set of USE variables described in our USE variable HOWTO at
# http://www.gentoo.org/doc/use-howto.html

However, the website on that last line does not exist.

Reproducible: Always
Steps to Reproduce:
1. Open /etc/make.conf in editor
2. Read line 12
3. Attempt to open said link in firefox

Actual Results:  
404 Not Found

Expected Results:  
"Bla bla this is how you use USE flags"
