OOffice can't open Excel file if it has more than 32 K rows in one sheet. M$ Excel has limitations (as it's defined in Excel format description published by M$) of 64K rows per sheet.

We cannot forward all those application specific bugs. At least unless its a critical or security issue. Could you report this to the OpenOffice developers - if no one did already - please!?
