udev 046 does not properly handle net devices, as I reported earlier on linux-hotplug-devel@sourceforge.net. Kay Sievers quickly provided a fix.
For those who cannot wait (not long I bet) for Greg to release a new ebuild (or a new udev) I made an ebuild (udev-046-r1). The patch from Kay must be copied into files directory in your $PORTAGE_OVERLAY.

What is the status of this bug? Is the fix in portage yet? If yes, what version of udev has the fix?

Yes, it is fixed in later udev versions.
