It fails because there is no docbook2pdf so it's set to false in the Makefile. Re-emerge docbook-sgml-utils (and avoid -tetex, see #61938).
Encountered this exact problem, so I followed Patrik's advice... and ran into a different ebuild problem. I'll be filing it against docbook-sgml-utils in a moment (if it's not yet been noted) but since it came up while debugging this one I'll mention it here: docbook2txt requires a command-line HTML tool that accepts the "-dump" argument, so if you have links2 installed but not lynx, the wine ebuild with USE="doc" bombs out (3 scripts deep from the makefile) with [...] docbook2txt wine-devel.sgml Using catalogs: /etc/sgml/sgml-docbook-3.1.cat Using stylesheet: /usr/share/sgml/docbook/utils-0.6.14/docbook-utils.dsl#html Working on: /var/tmp/portage/wine-20041019-r3/work/wine-20041019/documentation/wine-devel.sgml Unknown option -dump make: *** [wine-devel.txt] Error 9 [...] (My solution was to install lynx, which does accept the "-dump" arg.)
