The last update of ftp.iij.ad.jp seems to be on Jan 22.

https://mirrorstats.gentoo.org/distfiles/ also shows that and the other 6 mirrors are last updated on the same day.

I think a bunch of folks were syncing off of a specific mirror (indiana?) and they stopped offering service in January. We changed our syncing recommendation but I'm not sure everyone got it.
