It looks as if required dependencies to emerge hotplug from the LiveCD are not located on the CD.  Thus the emerge tries to connect to the Internet to get the packages.  But since this is a network-less install (stage3) it fails.

Reproducible: Always
Steps to Reproduce:
1.Follow the install guide using the install-x86-universal-2004.3.iso LiveCD under a networkless install (stage 3)
2.emerge hotplug

Which dependecy exactly are you missing?  We have hotplug and its dependencies on the PackageCD as a package, not as distfiles on the Universal ISO.

Yes.  I saw them on the packages CD but when doing a LiveCD Network Less install using genkernal this poses a dilemma because the Gentoo handbook fails at this point. (ie: "Now, let's perform one more step to get our system to be more like the Live CD -- let's emerge hotplug. While the initrd autodetects hardware that is needed to boot your system, hotplug autodetects everything else.")

The 2004.3-r1 Universal CD has all the needed distfiles for hotplug.
