app-sci/scilab emerges and runs cleanly in my ppc system. I checked with 
www.scilab.org and the system claims portability. Maybe it would be appropriate to add some other ~arch keywords too.. I don't know the policy, sorry :-) . I'm pretty sure its okay to put under ~ppc and maybe eventually ppc.

I had some problems testing 3.0, but I've marked scilab 2.7-r3 ~ppc.  Thanks for the info!
