Actual stable version prevents the update of dev-lang/go from 1.12.17 to 1.13.8 which was stabilized some time ago.  
No open bugs in bugzilla.

1.3.4-r1 was only added to the tree on the 9th of March and as such does not qualify for normal-track (i.e. non-security) stabilisation yet. I've got the 30-day deadline marked in my calendar though (especially given I was going to have 1.3.4-r0 stabilised in mid-March but got thwarted by the changes to go-module.eclass), will request stabilisation as soon as the ebuild is eligible for it.
